Service Description

The Infrastructure Atlas (ISA) as part of the Gigabit Basic Guide is a central information and planning tool for broadband expansion in Germany. It provides an overview for initial planning stages of broadband expansion projects and is used to prepare specific shared-use claims in the advanced planning process.

The ISA contains the infrastructure data of several 1,000 network operators and makes it available to authorized companies, as well as to the federal, state, district and local governments as part of the broadband expansion process. The geodata, for example the course of fiber optic lines, are mapped on digital maps in the ISA.

As the owner or operator of a public utility network, for example as an energy supplier or telecommunications company, you must provide data for the ISA and update it regularly. This is data on all facilities that can be used to build or expand telecommunications networks. For example:

  • Fiber optic lines,
  • Protective or empty conduits,
  • radio masts,
  • radio relay links,
  • Support infrastructures (for example, traffic lights, street lamps),
  • access points.

In addition, you must also provide data to the ISA if you own or operate other physical infrastructure suitable for the deployment of short-range wireless access points.

In addition to the ISA, the ISA+ represents data that you can voluntarily provide. For example, you can voluntarily provide your passive network infrastructure data to the ISA+ for specific preparation of shared use claims, thereby reducing the burden of responding to shared use requests because you can then refer to the Infrastructure Atlas.

Process flow
  • Before you supply data for the Infrastructure Atlas for the first time, you will receive a commitment notice from the Federal Network Agency or conclude a public law contract with the Federal Network Agency.
  • Process your geodata in accordance with the valid data supply conditions for the infrastructure atlas. A current version of the conditions is available for download via the ISA portal.
  • Proceed as follows to submit new data and also to update your data:
    • Access the ISA portal and register as a data provider if you do not yet have user access to the portal.
    • Fill out the online form for data delivery, upload your geodata and submit it electronically.
    • You can check the processing status of your data delivery at any time in the ISA portal.
    • As soon as processing is complete, your data will be displayed in the infrastructure atlas for authorized persons.
Requirements

- You are the owner or operator

  • of a public utility network with facilities that can be used for telecommunications purposes; or
  • other physical infrastructure suitable for purposes of establishing or connecting short-range wireless access points.

- You have the data on the eligible facilities geo-referenced and in digital form.

Which documents are required?
  • The data relevant for the infrastructure atlas must be transmitted digitally in a georeferenced and vectorized data format that is suitable for inclusion in the infrastructure atlas.
