Service Description

The Federal Agency for Digital Radio of Security Authorities and Organizations (BDBOS) is a federal authority in the portfolio of the Federal Ministry of the Interior and provides a test platform for the digital radio of emergency forces, such as the police and fire department.

Emergency forces of authorities and organizations with security tasks (BOS), for example police or rescue services, communicate via BOS digital radio during operations.

On the test platform of the BDBOS, you as a

  • manufacturer,
  • supplier,
  • test center or
  • other authorized parties can test their terminal equipment or system components on site in Berlin.

The test platform (BOS digital radio) maps the technical and functional properties of the BOS digital radio network. It enables you to test whether voice radios in the BOS digital radio network function without interference or are interoperable with other BOS terminals.

The tests are carried out under laboratory conditions and in a physically self-contained environment.

Due to security requirements, you must submit an application in advance for access to the BDBOS test platform.

BDBOS will then give you a binding usage period. As far as possible, BDBOS will take your preferred dates into account.


Process flow

You must apply for access to the BDBOS test platform in the online procedure or by mail or e-mail to the Federal Agency for Digital Radio of Security Authorities and Organizations (BDBOS).

Online procedure

  • In the online procedure, the online application wizard will guide you step by step through the application process. To do this, log in with your user name and password via your organization account.
  • Complete the application electronically and upload the required documents.
  • You can then submit the application to BDBOS online.
  • If you meet the access requirements for the test platform, you will receive a notice of use with the binding test period by e-mail or via the mailbox in your organization account.

Written procedure

  • Go to the BDBOS website and download the application.
  • Print out the application, fill it out and sign it.
  • Then send the completed and signed application with the required documents to BDBOS by mail or as a scan by e-mail.
  • The BDBOS will check your documents and contact you if there are any queries.
  • If you meet the access requirements for the test platform, you will generally receive a notice of use with the binding test period by e-mail or via the mailbox in the organization account, provided you agree to the online procedure.
  • If you do not agree to the online procedure, you will receive the notice of use with the binding test period by mail.

  • testing laboratories
  • as well as other authorized persons with a legitimate interest in, for example:
    • Operational support,
    • Interoperability testing,
    • Manufacturer testing,
    • State or Federal testing,
    • Own tests or
    • Network readiness testing
Which documents are required?

When submitting your application, you will usually need to submit:

  • List of all test cases to be performed (test matrix) including purpose of use and specification of the equipment to be used.
  • Proof of liability insurance with sufficient coverage for personal injury, property damage and financial loss
  • if you have already provided the BDBOS with proof of liability insurance:
    • Declaration on the continued existence of liability insurance that has already been proven.
  • in case of handing over classified information (VS) of the classification level "FOR SERVICE USE ONLY":
    • a signed declaration of commitment to the issuer of classified information from all employees who are to receive knowledge of the content of the classified information
