You need a permit for commercial road passenger transport.

One of the requirements for obtaining a permit is proof of professional suitability. This means that the entrepreneur or the person appointed to manage the business must be professionally qualified.

Professional aptitude can be demonstrated by passing a professional qualification test at the local Chamber of Industry and Commerce (IHK). The IHK in whose district the person to be examined resides is locally responsible.

The examination consists of two written parts and, if applicable, an oral part.

Alternatively, the professional aptitude for road passenger transport by car (with the exception of cab and hire car transport) can also be demonstrated by at least five years of managerial activity in a company that operates road passenger transport. However, the end of this activity must not be more than two years ago; a corresponding certificate of professional competence is issued by the IHK.
Professional aptitude for bus and coach transport can also be demonstrated by at least ten years of managerial activity in a company that operates passenger transport by bus and coach. This activity must have been exercised without interruption in one or more Member States of the European Union in the 10-year period prior to December 4, 2009.
It can also be proven by a recognized equivalent final examination (e.g. as a merchant in rail and road transport with a focus on passenger transport). In this case, the certificate of the final examination must be submitted.
